City permits and Roscoe Village rules

The city publishes a few rules that affect roofing and exterior work. Here is what they say, so you can plan ahead.

01

Residential building permits

The city requires residential building permits, issued at the Mayor's Office. The minimum fee is $25, plus $1 per $1,000 of project cost above $5,000. Projects of $250 or less have no fee.

02

Contractor registration

Every contractor working in the city must register with the City of Coshocton. The forms go to the City Income Tax Department.

03

Roscoe Village review

Inside the Historic Roscoe Village District, a Certificate of Appropriateness from the Roscoe Village Commission is needed before the city can issue a building permit.

04

Leave time for it

If your house is in Roscoe Village, build that review into your timeline. We work spring through fall and shut down for winter in mid-December, so starting early helps.

Not sure whether your address falls inside the district? Check with the city before work is scheduled.

Older homes, inspected from the roof

Census figures put the median home in the city at 1954, and 37 percent date to 1939 or earlier. Roscoe Village, the restored canal-era community laid out in 1816, is on the National Register with Greek Revival and Classical Revival buildings. The Main Street historic district downtown was added in 2019.

Older houses tend to need the same things: tired flashing at the chimney, soft decking under old shingles, and roof edges that rot after years of winter ice. Some need only a roof repair. Others are past it, and a roof replacement is the better use of your money. Mervin shows you the photos either way.

Storms reach the county too. In May 2024 the National Weather Service confirmed a short-lived EF-1 tornado in western Coshocton County, near the Muskingum County line. It damaged a home, and straight-line winds damaged trees, structures and homes. After strong wind, a free storm damage inspection shows what happened up top.

What shapes the price of your roof

You get the number in writing after the inspection. These are the things that move it.

  • Size of the roof

More squares mean more material and more labor.

  • Condition of the deck

Rotted boards, or spaced decking that has to be re-sheeted before shingles can go on, add to the job.

  • Chimney and flashing

If the chimney grout or flashing has failed, the fix goes on the same estimate as the roof.

  • Repair or replacement

If a repair will do, we tell you. That is usually the smaller number.

Financing is available, including a 12-months-same-as-cash option. Terms are reviewed with your written estimate. Check financing.

The county also borders Licking, Muskingum and Guernsey counties, home to Newark, Zanesville and Cambridge. If your town isn't listed, call us. If you're within reasonable driving distance, we'll likely still take the job. The full list is on our service areas page.

Coshocton roofing questions

Local answers, as far as the city's published rules go.

Do I need a permit to re-roof in Coshocton?

The city requires residential building permits, issued at the Mayor's Office, with a minimum fee of $25. Ask the Mayor's Office how that applies to your roof before work is scheduled.

What changes if my house is in Roscoe Village?

Inside the Historic Roscoe Village District, you need a Certificate of Appropriateness from the Roscoe Village Commission before the city will issue a building permit. Allow time for that review.

Do you work outside city limits, in places like Canal Lewisville or West Lafayette?

Coshocton is on our list of service towns. For nearby villages and townships, call us. If you're within reasonable driving distance, we'll likely still take the job.

Can you match the shingles on my older roof?

Often, yes. If your shingle has been discontinued, we can order an ITEL report, a lab report that identifies it and shows whether it can still be matched. Then you know up front whether a repair will blend in.
